What is an allowance?
An allowance is how much of something a plan includes: contacts, organisation accounts, seats, storage. Going over an allowance breaks nothing, you add capacity at the rate your plan shows. Plans differ by allowance rather than by features, so nothing is held back on a cheaper one.
